Planting authorisation
Official permission to plant a particular area with vines.
Vineyard area may not be expanded freely in the EU. A new planting needs an authorisation, a replanting after grubbing-up needs one too, and both are time-limited.
The time limit is where money expires: an authorisation not used lapses. That is not a return but a date — and dates that only come round every few years are the ones that slip.
