EN 16931

The European standard setting out what an electronic invoice has to contain.

It is the common ground beneath XRechnung and ZUGFeRD: both satisfy the same standard, only in different wrappings — one as a plain file, the other as a PDF with data embedded.

For a business there is good news in that: issue to EN 16931 and you can supply either format. Which one is the recipient’s decision, not the sender’s.
